As a business attorney, I can tell you from first-hand experience that my clients have offered people their jobs back once they received PPP funds only to be told no. And it’s a good percentage of them that this has happened to.

i am no attorney, but i hope that you have advised your clients to inform these individuals in writing that their actions are job abandonment, and if they do not return to work by a certain date, they are fired.

or, i am wrong, and very little can be done........
