This one is pretty easy. If it's a vowel sound following that article, then you use 'an'... Consonant, 'a'...
I'm a North Carolina native... I'm an NC native... Even though 'n' in NC as a consonant, it is sounded out with a vowel to begin with.
I think that's right anyway.
