I was just getting clarification if it was a law or mandate and giving a couple examples ive seen of discrepancies in how businesses enforce the law/mandate.

That’s just a blanket statement to anyone who won’t wear a mask in a restaurant. In Houston they are going after the business thus forcing them to enforce the mask. And it’s not beside the point. Wanna eat? Put the fricking mask on. Don’t? Eat sandwiches at the house.... Again.
That’s all the clarification I can give. The tactic appears to be pressuring the business with fines or beer/liquor licenses. Individual was to be warned then fined up to $250. No jail time was ever mentioned.
