His business plan in this case was the customers/Citizens are the ones being affected. The customers are trying to not be fearful, the void in leadership has the Today show having more influence than the office of the President. We are 3 months into this and there is no federal assistance with a rapid test, which the customer wants, there is no leadership by way of PPE which are running woefully short, again (I am in this world every day, it isn't made up). The federal govt could have EASILY put forth a plan and even the detractors would have followed it. Trump had it laid in his lap. In times of crisis the public rallies around the President.....unless he just disappears.
