I always thought he was a hero. There is a weird kind of third option that he is actually a CIA operative meant to make the NSA look bad with all of their big brother gear.

That's because it is true. He had access to both but only exposed the NSA's.

This right here. The CIA was jealous of the NSA's capabilities and tried to have them taken down, imo. Snowden set the stage for the current war being waged behind the scenes between the intelligence agencies. And considering the CIA is the clear cut bad guy everyone damn well knows they are, Snowden is a traitor.
