The hotel owner had a 0 balance before he got the money. Had the whore just paid him $200 he could have just then paid the meat supplier.

I heard something like this several years ago except it was in Greece and there was a German banker. I think the German banker paid the whore and she was the only one who came out ahead.

ETA: The German taxpayer was out $200 since they paid the bankers salary.
