I am inclined to agree with bluebarracuda.
I am on the same gen as you but with a 4790k.
Our CPUs are still good for 1080P gaming and some 1440P if desired. In fact my 980TI is my bottle neck.
With that said, I personally don't see the value in spending money on a new CPU, MOBO, and ram.
Really though that decision is one only you can make.
If you don't already have one, I would grab a SSD and move your OS to it. They are cheap now and the value is high.
I am running nearly the same specs and gen.
My path to upgrading is this:
-New monitor 2/4k. I really do not see any value in upgrading my PC and staying at 1080P. My current setup performs great @ 1080P in terms of FPS.
-New GPU. Currently it seems my bottle neck is my GPU so this will be my first upgrade. I am waiting to see what the Nvidia 30 series does to the current market in terms of pricing. I refuse to pay the premium for the latest Gen. I've always let them release and then purchase the previous gen. Hoping to find a good used card for decent price.
-Lastly I will upgrade MOBO, CPU, and ram.
Once that's done I will reuse my old hardware for a server. I am tired of using my main system for my Plex library as I have so many people on it.

He should have upgraded to something significantly better then a 1060 and then upgrade the cpu/Mobo/ram down the line

I'm still running a 10 year old i7-2600k with a 1080Ti and gaming at 1440p is great for me.
