1. That's from 2015
2. That 200k is not really clear. How much of that comes from fees? I don't know the answer and neither do you. If 125k of that comes from fees then it's fine. If they are getting the fees and another 200k out of the general fund, then yes, a problem.
That article doesn't really tell me anything definitively. All of the people quoted have an agenda. I remember when all of this was going down, and many of those people wanted it closed no matter what for other uses. That's a fine opinion to have and it has its merits, but I'm also not going to take a lot of their comments at face value.

About $80k to $100k from fees.
Again remember that was during some good LSU golf course years. Imagine what they are losing now.

I won't pretend to know the details but mike Johnson kept the course in pretty good shape. Now he is at Santa Maria and that course is much better.
I remember a lot of hearsay about the powers at lsu wanting the course to fail.
The course was always busy when I was in BR. Olds loved playing it. I have a hard time believing that it was that much of black hole. Hell all they needed to do for money was start selling beer.
Hell it was the best range for people that live around campus too. That alone can be a good money maker
