I don't think so...I think that if you do it yourself you might be able to get close but you are really going to have to shop materials....like the stone for the counters and the pavers for the floor.
You aren't including appliances in this budget are you?
We just did our kitchen and didn't do it ourselves...our counters alone were 12K for quartz (we do have a lot of counter space). We spent 40K total on our remodel but that includes fridge, cooktop, in wall oven, and microwave. Also we originally wanted to do brick pavers as well but decided to do high end porcelain tile instead just due to our decor.
I'll give you one recommendation on your vent hood....consider going custom built wood with some kind of weathered stain that matches your brick or other fixtures. We did that and stained to match the wood on our light fixtures that we put in and it REALLY pops out the kitchen.....it was kind of an afterthought when we were talking to the contractor on the hood BUT when it got installed and stained it was a huge deal. I had originally just wanted to put in a new stainless vent hood kind of like what you see in most new construction these days....I'm glad our contractor talked us out of that.
