Actually seems like something that could be pulled off on the islands except for Oahu. Don't see how something like this would work in a city the size of Honolulu though. There is just too many people and necessary commerce flowing through.
They have to be draconian about it, and the 4 week standard seems arbitrary at best. But HI probably has the best chance of anyone to implement such a policy sucessfully.
