Here is my concern/theory:
The cartels have a vested interest in not allowing for the legalization of drugs because they are such heavy suppliers. In order to protect said interest, they would ramp up their violent tactics to “flex” on the agencies within the US and their own country so as to discourage across the board legalization. Those agencies, out of fear of unforeseen acts of violence from the cartels, have negotiated with these devils so that there won’t ever be a nationwide legalization. However, there could be another route wherein the agencies have negotiated a slower process of legalization in exchange for whatever they’re offering the cartels so they won’t cause mayhem.

I doubt they are too concerned with that. I mean the US military would frick up the cartel with drone strikes and put a end to it quickly

CIA has used drugs for covert cash funding for over half a century. The CIA is the largest, best organized, Drug cartel on the planet.
Look up "Air America", the Korean War CIA Operation using US Military transport aircraft to buy from Asian Warlords (enemy) and distribute into the USA.
GHW Bush as Head of CIA was in Central America personally to conduct high level Narco Terrorism negotiations. How else would Manuel Noriega, the President of a Nation, be involved unless it was with very high level other nations governments officials?
Then there was the Iran/Contra Affair. Lt. Col. Oliver North and his role in the importation of cocaine to L.A. that subsequently led to the crack epidemic.
It was the CIA that had our military protecting the Afghan opium trade. (wanna know the source of the street opiates causing the USA Drug Epidemic? 3 letters: C I A)
