Take the ringleaders and use them as an example. Throw the book at them. Once the first few fall the rest will realize how pointless it is to try.

I still think Trump needs to sit down with Hank Newsom and let him see what goes into installing policy. Have him sit in on police reform discussions. He has said in the past he doesn't hate all cops. His ideas are radical but I'm not saying let him have input or his approval. Just the invite initially to help smooth things over. Doesn't even have to be at the white house.
