It’s on the first page of Why Are All the Black Kids Sitting Together in the Cafeteria? by Beverly Tatum (2017 version). She references a book called Brown Is the New White: How the Demographic Revolution Has Created a New American Majority.
Edit: here’s a site that mentions it. Seems to be a poorly formatted interview with the author.
