Sure you can, you just don’t repair it. You don’t patrol it. Once there’s a hole you have no wall. Or a tunnel. Or a ladder. Or who knows what but where there’s a will there’s a way. Personally I don’t care if it’s built or not other than it’s a massive waste of money. The government should implement tech at the border but more importantly institute an easy to use citizenship test and hold employers responsible if they hire someone that’s not a citizen. That is the only way to stop it.
