Little known fact.
That 2001 referendum didn’t mean a thing. It was non binding. Mississippi constitution does not allow legislature to declare a binding referendum.
But the answer is: they are afraid it will go the wrong way. The compromise is for the legislature to get rid of current flag and have the people select the new flag.
