This isn’t true. The SEC proposed a plan To the NCAA to raise the limit from 11.7 to 13.7 for this year.

For Next year, the NCAA raised the number of counters from 27 to 32, and removed the 25% min.per player scholly limit. So while there's no new money added to the pot, teams will have a lot more flexibility spreading the scholarship money around.
