This is what they want it to be, but in reality it takes organization to be effective. They do have for a lack of a better term cells to have methods to communicate with each other and associate/organize. They may not want to be a traditional group or organization, but its required to have some of that for it to be effective.

It certainly doesn't have the organization of cartels or terrorist groups. The FBI has been trying to infiltrate these far left movements since at least 1999 after the WTO protest. They have had scant success thus far.
