Young people (let's define as under 30) have never voted en masse, and tend to be consistently over-weighted in polling. I still believe that's why the polls were so off in 2016.
Even with social unrest, massive unemployment, etc. that demographic just has other stuff going on, on election day... much to the delight of the GOP.
