Yeah this is pretty notable IMO. It easily leaves the impression of "Don't worry about calling us, call this civilian instead when problems arise." Seems mercenary-ish. Volunteer mercenary. And nothing to do with race necessarily, could be "action on camera" by any person regardless of race. It's highly questionable in any event.
