Is it appropriate to compare something that is likely a "maximum" event to an average?

How does this "maximum" compare to the most recent "maximum" flu season?

What's the maximum for a flu season?

It's all an estimate anyway...

2017-2018 was the worst flu season recently, estimate of 61,000 deaths, with the lower estimate at 46,000 and the upper at 95,000.
