Well that is a bit dramatic.
While the PD fricked up, it wasn't a "terrorist attack" by any definition of the term. Without reading that link, I am guessing they don't discuss that those radicals barricaded that block and were shooting at the police. That they had multiple opportunities to surrender and chose not to or that they shot at the firefighters when they tried to put the flames out.
Before anyone freaks out, I am not defending the practice of dropping improvised devices from helicopters. That shouldn't have happened. But the intent was to knock a hole in the roof so they could drop tear gas into the structure. Not to kill people and certainly not to start a fire. Source? I know one of the guys who was there and was consulted on building the device (he was a bomb squad guy). He told them it was a bad idea but they didn't listen.
