Uh, because the river has flooded nearly every year for thousands of years and it's just part of the water cycle.

You obviously have not kept up with River over the past several years. The river has been consistently higher over the past 3 to 5 years than it has been in the past 50 years. There is obviously something going on and it’s not just rainfall.

The river bottom is 100% getting higher. Intuitively, if the river can’t spill its banks and drop its sediment, it will drop it in the river.
