You can declare one time and still come back to school as long as you don’t hire an agent. It allows these players to get feedback from NBA scouts/teams on what they need to work on as well as where they might be drafted.

You can declare twice and hire an NCAA approved agent. This is Smart’s second year declaring while maintaining his eligibility

I believe with new rules that took effect in 2016 you can "declare" multiple times without necessarily losing eligibility. Smart "declared" last season also
