New stroke and distance rule

So last year golf rules allowed at local clubs for a player who hits out of bounds to get their distance but the penalty is you have to add another stroke. So for example if I hit out of bounds off of the tee box my choices are to hit again off of the box and it would be my third shot or I can go to where my ball went out of bounds and hit from there but I would have to take an additional stroke and it would be my fourth shot. My question is can that rule be applied after a tee shot? Say long par 5 and I hit my second shot but it goes out of bounds next to the green. Can I go to that spot and hit my 5th shot? Or is this rule only meant for shots from tee boxes?

The rule can be invoked anywhere on the course, regardless of which shot it was.

One question I had - wasn’t there something said about being allowed to go in the fairway maintaining a straight line from where ball went into OB and where you drop?

This is true.
I’ve always thought the penalties in golf are so severe. I guess that is part of what makes it so hard.
I scooted one out of a bunker today to the middle of a street. Recorded my net double and moved along.

No, the ball has to be dropped between the point where it likely went o.b. and the fairway, no closer to the hole.

Oops, my bad. Ball can be dropped within 2 clublengths of the fairway.

It’s a weird rule. I wish they would just call all stakes red and have people drop for just the penalty stroke. Instead it’s hit, penalty stroke, drop.
I’ve noticed at some resort courses they like to put a drop zone anywhere there is a forced carry. It seems to speed up play.
At the end of the day, I don’t play sanctioned events so we just go in our pocket if out of the hole.

When I play with friends, we just make OB like a lateral hazard. Too much time wasted hitting provisionals or going back to rehit. My understanding is that out of bounds was initially for areas way off line..now it’s 15 yards off the fairway on both sides in neighborhood courses...stupid stuff like that.

I think you can drop a max of 2 club lengths in the fairway at the approx point your ball went OB and hit your 4th shot.

In 1967 they did change the rule so that you dropped within 2 clublengths of where the ball went out, 1 stroke penalty.
That same year they instituted a new rule about striking the flagstick. If the ball was within 60 feet of the stick. whether on the green or not, 2 strokes for striking the stick. If the ball was outside 60 feet, even if on the green, no penalty. I assure you there were some bodacious arguments over that one in some money games.
Both those rules went away after 1 year though.
