Doesn't matter if the Captain leaked the document or not, he wrote it, which is just as bad. Ultimately, He is responsible for every Officer, NCO, and rating on the boat, and he melted down. CINCPAC will release a statement stating confidence was lost in his ability to command.

Last I heard the charge was = "too many people on the distribution list" - over 30 people on distribution.
Way too many people to expect no leak - bad decision.
I also heard that the Navy had help on the way when the memo went public.
