He should be commended for his actions. But he still needs to be disciplined. He was looking out for his sailors at the expense of his own career. That takes courage.

The act of leaking the letter more than cancels out his concern for the sailors on his ship.

Compromising OpSec is a big no no and does as much to put those sailors in grave danger as the coronavirus is doing right now.
