Simply having a New York license plate should not be probable cause for a stop.

All citizens have a constitutional right to travel. No Governor has the authority to close state borders or stop and interrogate people simply based on their license plate. Might seem like a laudable goal to stop the spread, but you give an inch and they take a mile. If society condones some rights being trampled, they can’t be surprised when others are too.
Unless you are breaking a law while traveling domestically, where you’re coming from and going to is no one’s business.

I agree, but that same logic should apply to all road checkpoints. They're all violations of the 4th amendment.

My county is threatening to restrict movement in and out unless you can prove residency. Let’s ignore for a moment that my county officials can’t get this old man to stop selling his vegetables downtown and pretend they’re able to accomplish what they’re threatening to do. What happens the first time a resident doesn’t comply? They’re being very vague on what compliance and lack of actually means.

State governments have no real ability to stop movement of Americans, generally speaking. Check points, can be made but they can't be used to stop interstate travel and commerce. Even the federal government has no or limited ability to stop free Americans from traveling from State to State.

They can possibly setup check points those have to be for things like licensing. Furthermore, one State can't be setting up roadblocks to stop interstate commerce or stop Americans from traveling from State to State.
Now, if they have reason to believe someone has a disease than that person can be quarantined by order but that would pertain to their own citizens as well. Check points should not be used for that, and even than they have to reason to believe the person has a disease needing quarantine.
This isn't complex. The People have never really given government to stop movement, in a general sense, although interstate commerce using public rights can be somewhat regulated.
