What's the procedure? After the Dem convention Chairman Tom Perez addresses the assembled:
"Well, the votes have been counted. But they are unclear. Sooooo, we've named Andrew Cuomo as our nominee for president. Even though he's not running.
Desperate times call for desperate measures. I hope you all understand."
