He means that where the CDC was blocking tests coming in from outside the US and not allowing private entities and states to produce their own kits, he's telling them they better get right on that . . . and QUICK.

According to that hotbox Doc on Fox it was the FDA holding things up, along with the fact China's "test" was about 50% false negatives so they couldn't use it.
Also, apparently China is the major supplier for one of the precursors.
Imagine that.
When Faudi(sp?) says 18 months for a vaccine that is 100% FDA. All the testing they require slows things way down.
