Which would mean he should change his recruiting philosophy to lean more heavily on JUCOs. Since part of being an MLB manager is outsourcing player development to other people (not a perfect analogy, because player development is still in the same org).
But instead, they've been recruiting like an MLB team drafts in a lot of cases. High upside raw talent that takes time and coaching to develop.
