Giving people the sense that they can't tell what the truth is is definitely a goal of Russian disinformation, but the the Q theory is generally way more earnest than a lot of the cynicism of poliboard generally. It gives a bunch of bored people a sense of purpose - that they're working out clues to a massive mystery that normies can't conceive of and that when the Great Awakening comes they'll finally be hailed as visionaries instead of kooks.
