Actually, he doesn't have any leverage at all. As there is not anything he can do if he is drafted by the Bengals. As the Bengals will own the rights to him for 5 years subsequently. Not to mention that unless the Bengals get some kind of amazing deal they can't turn down, then that's where Burrow is most likely going to end up getting drafted.

However, it's not all bad for Joe. It's three hours away from his parents' home and Cincy is also where his future wife grew up.

If he does what Eli or Elway did he can force the Bengals to not draft him or trade him. It's not a significant amount of leverage because he'd have to sit out a year if they don't heed his warning, but he still does have some.
