Is Gramercy the bridge that for the longest time had the super structure but no approaches built?

I think it always had approaches but it went to nowhere. Apparently the road has been extended to other roads now and a traffic light has been added as well.

Yep, had many of fun times riding bikes, rollerblading and skateboarding over and down that bridge
