That was the plan but the OL wouldn't hold up to give Burrow time. You saw the Spread in that season's bowl game. Even O has said the biggest improvement from 2018 to 2019 was the OL improved play. Burrow had time to survey the field, and let the routes develop for the WR's to get open.

The OL couldn’t hold up because we were actually spreading the field and we were running long developing passing plays, with 3 targets.
Our OL improved more because Joe had more targets to get the ball out to faster.
We put Joe burrow under center for the first time since middle school. That’s a bullshite multiple approach.
Also the bowl game was against defenders who didn’t belong on the field with our team and we scored less than Memphis.
