Some people never learn impulse control.
Some are never taught.
Some fall prey to peer pressure.
Actually know a guy who did rehab and 12 step program for weed. Quite successful now, but was not heading that direction before rehab. Still does bi-weekly NA meetings some 10 years later. Was not physically addicted, but, psychologically addicted to weed.

Back in high school (in the 70s) I had a period where I was a pretty consistent smoker (had an uncle who smoked, he was not a good role model). I recognized the fact that it had a detrimental effect on my overall desire to do much of anything. I pretty much quit on my own except for the occasional J when it wouldn't interfere with anything. I knew a bunch of folks who spiraled down.
It's basically folks who have what I have always referred to as addictive personalities that are most at risk. The same sorts who are at risk for alcoholism. Knew a guy who was offered a really good job (he was a pretty good mechanic) by someone who knew he smoked. The company require pre-employment testing but nothing after that. The guy told him go 6 weeks without smoking and they'd test him then, he could go back to smoking after he came onboard. He called the guy about 3-4 weeks in and told him he wasn't gonna take the job. Pretty much the beginning of the end of his marriage and his life spiraling downward.
That was in the early 80s, pretty sure the weed they have now is much more potent than it was then.
