the scope of what they can actually look at and request from the schools / parents does not always show said violation. Nor do they have the manpower to investigate each one...

if you followed every player from every football team home select/non select you would find every team has a player living with a non custodial parent/relative in a different attendance zone. unlike the NCAA they can't look to deeply into finances so some recruiting/inducement is hard to prove. and the line between recruiting and marketing is at times very blurry
