Imo foreign aid is just that aid and should be able to be withheld for any reason by the president. Also stupid to hand out money to other countries expecting nothing in return. That’s just bad business.

Aid should not be handed out freely, a plan for the requested money should be required, along with frequent updates on projects the money is dedicated to. Release aid in steps, once you've completed step one, we send you money for step 2, until projects are completed. Right now aid is given out, and spent, with nothing to show for it. Except our politicians bank rolls continue to grow!
