Therefore you won't use up one of the 25 until he enrolls, and presumably we wouldn't accept him if he doesn't qualify. If he doesn't then just save the spot for next year.

If he cannot sign another LOI until he enrolls it won't affect the 25 limit for 2020. He would be a walkon until next year when he can be awarded a scholarship.

Not how it works. Once he enrolls somewhere, LOI or not, he is an initial counter if he's receiving financial aid. The LOI is not necessary it's just commonplace and accepted as the norm.
The part of him not being able to sign another this year is true. He can enroll anywhere just can't sign another loi. UGA has already released him

Last but not least, Chalky is correct. This is not and never was about his act. That is pure message board rumor that people can't seem to let go(same as the 2 points above. It's like people just reply without reading anything as it's been discussed ad nauseum since this saga began). UGA insiders have said he qualified, TAM insiders say the same(they just moved on because he chose to take it to June). LSU insiders only say they've "heard" some things about academics but no confirmation of anything.
Now what's happening now is a choice of 2 rumors. 1, he wants UGA and pushed back to June in order to prove to them he's ready to make that step or 2, he is still looking for the right fit hence the visits. The 2nd could fit with the first(my theory of what's going on w8th no knowledge) as him doing due diligence in case UGA balks. Regardless until he enrolls i believe he could end up anywhere that isn't full in june.

Not buying that Jackson is Bama yet. O is his favorite coach and TAM is gonna throw the bag at him. Do think we need the DC named and 9n campus for his visit.
