Clear that block of all people except for a few experienced ironworkers with a crane, crane basket, and some steel chokers. No tourists, family members, government workers, inspectors, etc. Give those ironworkers the freedom to recover that man's body so his family can give that man a proper burial. No amount of money in any future lawsuit will cover this family's pain, anguish, and having their deceased loved one on display for the world to see.

So why aren't they? Can't they at least implode the building?

Most of the ones I know would probably volunteer to do that for the victims family without being paid.
