The problem as I understand it from non city hall people is that in order to get to the body they have to remove just about all the rubble. He is in the middle of the pancaked concrete and steel.
It looks bad for Cantrell, but there isn't much she or anyone else can do. Should you risk the lives of other people just to get at one dead body? Want to blame people blame the contractors who cut corners and were adding weight before some of concrete had a chance to cure.
From what I understand the structure is ridiculously unstable that imploding it could make for a bigger disaster...bad as in say good bye to the Saenger bad as well as half of the remaining city block on Canal bad.
