Hell, it wasn't like they would have a problem tracking him.
He is kind of like the sun, all the other terrorists revolve around his great mass. He made for good bait because everyone bad to travel to him.

Honestly we probably knew where he was for a while, but waited to get whatever value could out of tracking people that were going to him before capturing him.
Sometimes not capturing someone is more valuable than having them in a cage.
