Water is leaking thru the flapper into the bowl.
If it’s a new flapper, it’s not sealing which could be just a mismatch and you need to try another flapper style or over time, putting bowl cleaners in the tank has scarred rim of the spot the flapper rests against.
Change the toilet is a good solution.

Side question while we discussing toilets.
10 or so seconds after mine flushes and finishes filling , there is a loud vibrating noise. Anyone know what this is.

Sam's has a complete toilet with all the valves, wax ring, seat etc. that's a dual flush, handicap compliant for like $90
