I'm going to address you and the previous comment regarding state labor participation.
It's not simply a matter of "offering a job in field". In most of Louisiana it's an issue of having enough jobs to hire graduates period. Many places pay low wages and they will be flooded with applicants who have no formal education (vocational or otherwise) and be more willingly to work the hours.
The state economy is an uncontrollable factor. Louisiana simply doesnt have enough jobs to hire even our higher end graduates.
