Looks like it would work. I would say the thing he is doing is keeping a constant angle with the knife on the board and the sander touching the counter.

I have a sharpening kit off amazon and it’s essentially the same thing just keeps the angle constant more easily.
The marker on the bevel works great to ensure you are at the correct angle.

It would be better if it was Peter Sellers in character as Inspector Clouseau and he accidentally cuts off a hunk of finger and bleeds like a stuck pig.
