If you live inside a County/Parish or especially a city most have parking ordinances.

For example In EBRP the parking code is similar to the BR City parking code which blocking driveways is a violation. Take pictures and file a complaint with your jurisdictions law enforcement which typically has a traffic division. They will come out and issue a citation once a complaint is filed.

As far as being able to call a tow company to tow a vehicle blocking your driveway I would call your local representative who represents your local governing body to inquire about that.
