b/c by rule... pass interference is impossible on a play coming straight out of a punt formation
PI reviews are overturned like 10-15% of the time... this one had < 0% chance of being overturned
and holding isn't a reviewable penalty

He could have challenged offensive PI on the first long 49ers td when the defender was pulled to the ground
