There is one government.
The administrative state runs the show.
Congressmen, senators, and the president are simply puppets of the administrative state. Congressmen/senators are salesmen to sell the agenda of the administrative state and lobbyists, and the president is a figurehead that represents the general interests of the administrative state.
Trump flipped this system upside down.

There’s a corps of unelected bureaucrats (made up of people like bmy) who are where they are for the simple reason that they wouldn’t be able to cut it in the private sector...which is very likely why they’re leftists in the first place. They’ve lost sight of the fact (if they ever knew it at all) that they’re supposed to be working for US, not vice versa. They have to protect what they’ve got at all costs.
It’s all going to eventually collapse under its own weight.

That's not what will happen. Yes they will surrender their freedoms and sovereignty and complain worse than they do now.
But they will always have the conservatives to blame it on with a willing media to fan the flames.

If you want to understand this better, watch "Yes Minister" and "Yes Prime Minister." It's a brilliant BBC show and its sequel about a minister and later PM and his staff. The principal antagonist of the show is Sir Humphrey Appleby, the Permanent Secretary of the Department of Administrative Affairs. To him, politicians come and go, but the British bureaucracy is eternal.

It’s a president’s job to make sure his agencies have a unified message. A president that allows his agencies to publicly assert conclusions and then instantly and publicly berate them casts doubt on agencies that are supposed to be the trustworthy enforcers of justice.
This constant, unorganized internal quibbling makes Trump’s WH look every bit as chaotic as has been reported.
