City entities like BRPD, BRFD, and City Court seldom sever anyone but those inside the city limits.
I wouldn't say they never serve outside the city. Never is too strong of a word because there are always exceptions.

I would think they would do so if there were some kind of “all hands” call where there were a major emergency.
For example, if the attack on the BRPD officers at the B Qwik had been in unincorporated EBR, there is a chance BRPD would have sent units if only to do crowd control while EBRSO handled the call itself.
