Microsoft didn't have experience on this type/size project. Amazon did.

I guess they want to see if anyone had their orange thumb on the scale.

Do you even have an ounce of understanding of who the major players in the cloud market are?

I'll give you a hint: one is just as big as Amazon. The one that won the contract.

It's Microsoft. It's not like the contract was awarded to Dropbox. And doesn't that position imply that the contract should have been bidless? That's a good way to waste money. Don't you know Trump's motto, now America's motto, is "under budget, ahead of schedule"?
