To avoid the same conundrum and also to avoid having to create rules for a billion different contextual possibilities.

It's logically silly but logistically expedient. The improvement in gameplay is outweighed by how complicated it would be to implement, so you just say they offset and start over.

For Defensive Holding, they could have 2 versions of it. Just like they used to with the facemark. If Defensive Holding occurs and it was clear that it wouldn't have resulted in more than 5 yards or whatever amount of the penalty, then they can call it a non-automatic penalty. If it looks like it was possible that it would have been a 1st down that can call it an automatic.
